The plan focuses on growing participation, ownership and customer engagement, maintaining strong welfare and integrity standards, improving digital services and industry capability, broadening racing’s revenue base, and developing a sustainable operating and infrastructure model.
It also includes clear performance measures, providing clubs, participants and other stakeholders with a transparent basis for assessing NZTR’s progress.
The draft document was shared with clubs, recognised industry organisations and participants for consultation. Feedback received through that process has strengthened the final plan, particularly its commitments to early and meaningful engagement, evidence-based decision-making, ownership growth and transparency around significant industry reforms.
NZTR Chief Executive Officer Matt Ballesty said delivering the plan would require continued collaboration across the industry.
“Our industry is built on the knowledge, commitment and contribution of its people, developed over generations,” Ballesty said.
“We value their experience and perspectives and are committed to listening, engaging openly and drawing on the lessons of the past as we work alongside them to build a sustainable future for New Zealand racing.”
